Paul A. Boudreau is Principal of Paul Boudreau & Associates, LLC.
He has over 40 years of experience in three key leadership roles- state legislator in his home state of Maine; vice-president of Corporate & State Relations at Honeywell; President of the Morris County Chamber of Commerce in New Jersey.
His experience includes working with the leadership teams at the corporate level to manage important issues in the environmental space and with business consolidations, plant closings and other matters.
Paul has a multi state experience, interfacing with state and local officials on job retention and loss, permitting, economic development and environmental remediation challenges. He has worked with major national and state trade associations providing counsel and developed winning strategies on key business issues in ten states.
He is currently helping his clients secure new business and working to obtain local approvals for a major apartment development project.
Paul is a graduate of the University of New Hampshire and received his Masters Degree at the University of Maine. He began his career serving two terms in the Maine House of Representatives. He worked for Scott Paper Company after his legislative terms.
Prior to returning to Maine in 2019, he lived in Michigan and New Jersey for 35 years. Paul was vice president of state and corporate relations for Honeywell where he worked for 25 years. His portfolio included state and local government relations, managing the Honeywell Foundation and he served on the company’s political action committee board. Paul worked with key company customers Deere, Ford, GM and others on international trade policy, product liability reform and other policy issues. At the state level, his work included economic development, strategic communications and building community support for brownfield projects.
Before establishing his company, he spent a decade as president of President of the Morris County Chamber of Commerce in New Jersey. This organization is considered one of the strongest regional chambers in the state, with 900 members. Mr. Boudreau worked closely with his members including Bayer, Alcoa, Honeywell, Pfizer, PSE&G, and others on federal, state, and municipal issues.
He also served for six years on The New Jersey Public Employment Relations Commission, after his appointment by Governor Christie.

Community Relations
Our clients want to be good corporate citizens. We help them understand where they can positively impact their communities through volunteerism, corporate giving and support for the non-profit community. Working with elected and community leaders leads to long term working relationships that foster trust and ongoing partnerships.
2022 Highlights
- I worked with my client Cardinal Capital Management to secure a Redevelopment Plan and Redevelopment Agreement with the Borough of Flemington, NJ, for the construction of up to 115 apartments/condos on Main Street.
- My pharmaceutical client in NJ,(confidential) needed multiple permits from their township to expand their manufacturing footprint in the state. I worked with the President and his engineering team and the mayor’s office to secure permits that allowed the project to stay on schedule.
- I made multiple critical introductions to global insurance companies and a global airline for my engineering client (confidential) that has 25 offices across the United States.
- One of my non profit clients is Morris Habitat for Humanity. We made significant progress in attracting new corporate donors and raised a record amount of money at the Annual Gala.
